California Audiovisual Preservation Project (CAVPP)
Judge Sumner and Harold Jarvis debate the Property Tax measure Proposition 13. Proposition 13 limited the property taxes for homeowners and is still debated today. Proposition 13 was a landmark property tax case that is still controversial. Seeing how the issue was debated before passage in 1978 would be valuable for anyone studying the topic. The debates and his support of Prop. 13 made anti tax advocate Harold Jarvis int a national figure.
