In 1973 the Planning Commission brought planning into the modern era with such concepts as green belts and a basic idea that developers had to think on a larger scale beyond building just roads. A group of planners led by Forest Dickason, Dick Ramella and Al Bell would lay the blueprint for all the development in Orange County.
