Many early edition sheets were produced by a regional survey office of the German civilian mapping agency Reichsamt für Landesaufnahme, the Hauptvermessungsabteilung XIV, Wien, which was established in 1938. It had absorbed the cartographic staff of the Kartographisches Institut. The Deutsche Heereskarte format sheets were also produced by that same regional survey office in Vienna.

Reproductions were prepared for publication by its institutional successor, the Kartographisches Institut of the Republic of Austria, initially to aid surveyors of the Bundesamt für Eich- und Vermessungswesen in resurveying efforts.
