His research, field work, consultant work, service with government agencies, writing and political activities relating to his interests in agricultural labor; Mexican immigration and labor; evacuation of Japanese during World War II; the 160 acre limitation provision of the National Reclamation Act and its administration under various presidents; the Central Valley Project; California state water project; and relationship of the University of California to state agricultural interests. Included also is information re his travels and consultation work for Agency for International Development, Export-Import Bank and other governmental and private agencies, concerned with community development in Asia, the Middle East and Latin America.
