Robert Reischauer earned his Ph.D. in economics from Columbia University. Reischauer assisted Alive Rivlin in establishing the Congressional Budget Office and served as the office's deputy director from 1977 to 1981. In 1989 he was appointed director of the Congressional Budget Office and held that position for two terms. He has served as president of the Urban Institute since 2000. In this interview, Dr. Reischauer discusses the establishment of the Congressional Budget Office in the 1970s and the work of the office under his directorship in the late 1980s and early 1990s.
