Rudolph Penner holds a doctorate in economics from The Johns Hopkins University. Dr. Penner held posts in the Office of Management and Budget and the Department of Housing and Urban Development. He was a staff economist for the Council of Economic Advisors. From 1983 to 1987 he served as Director of the Congressional Budget Office (CBO). In this interview, Dr. Penner discusses the work of the CBO during the period in which he led office as well as federal budget policies in general.
