Arthur Littleworth was a Southern Californian lawyer who served on the California Governor’s Commission to review the California Water Rights’ Law from 1977 to 1978. He was also one of the lead attorneys for Best, Best & Krieger’s (BB&K) water law practice. He was born and raised in Anderson, California, where he attended Los Angeles public high schools, and started his membership in the Episcopal Church. He attended Yale for his undergraduate degree before enlisting and serving in the U.S. Navy in 1944 (Pacific Theater). After the end of the war he pursued a master's degree in history at Stanford before returning to Yale for his Juris Doctorate. Beyond his participation in the Governor’s Commission, Littleworth represented the East Bay Municipal Utility District in a lawsuit over its right to the American River water (EDF v. EBMUD). He also served as Special Master for the United States Supreme Court for the case between Colorado and Kansas involving the Arkansas River (Kansas v. Colorado). In this interview Littleworth discusses his early life, college education, service in the U.S. Navy, time at Best, Best & Krieger, and his role in various water cases in the United States. This interview is part of a group of interviews documenting the history of California water resources development.
