Robert Maddow was an attorney for the East Bay Municipal Utility District (EBMUD) who focused on water supply and water rights from 1972 to 1993. Maddow was born in Arizona but later moved to San Diego for junior and high school. In 1960, Maddow was accepted into Stanford University and received a degree in political science in 1964. From there he attended Hastings College of the Law (1964-1967) and spent a brief period working for the Air Force after graduation where he focused on contracts, military justice and other JAG work. He began working for EBMUD in 1972 and primarily focused on water rights, utilities and environmental law, such as preserving Mokelumne and American Rivers water rights, which included EDF v. EBMUD. In this interview Maddow discusses his childhood in Arizona and Southern California, Stanford University, UC Hastings, time working in the Air Force, establishing a network of water lawyers, EBMUD board of directors and management, affirmative action, responses to drought, recreational facilities as reservoirs, Penn Mine, the Vietnam War, relations with state and federal water agencies, and variety in the legal department. This interview is part of a group of interviews documenting the East Bay Municipal Utility District.
