Stuart Somach was an attorney and counsel for the Central Valley Project Water Association during the time the Central Valley Project Improvement Act was being debated in Congress. Somach originally worked in the Departments of Interior and Justice in Washington, D.C. and California between 1978 and 1984 on agricultural and environmental water-related issues before entering into private practice in Sacramento. The Central Valley Project Water Association assigned Somach and others to draft an alternative to the Miller Bradley bills and gave it to Senator John Seymour to sponsor in the Senate (S. 2016). In this interview, Somach discusses his early career and education, representing the Representing Central Valley Project Water Association (CVPWA), changes in congressional leadership, drafting and revising Seymour's bill, efforts to pass the bill, opposition of Miller-Bradley, relationships with Miller, Bradley, Central Valley congressmen and their staffs, ineffective lobbying efforts of CVPWA, Governor Pete Wilson, David Schuster, Daniel Beard, Victor Fazio, Richard Lehman, Calvin Dooley, Carl Boronkay (Metropolitan Water District), Kim Schnoor, the Somach-Graff negotiations, and CALFED. This interview is part of a group of interviews documenting California water resources development.
