Harry R. Horrow was an attorney at San Francisco law firm Pillsbury, Madison & Sutro, specializing in tax law. Born in North Adams, Massachusetts in 1907, Marshall earned his law degree from Northwestern in 1934, where he also earned an undergraduate degree in political science. He began working for the US Treasury Department for two years before being transferred to the IRS in 1936. In 1944, he began working for Pillsbury, Madison & Sutro, where he would work until his retirement in 1976. In this interview, Harrow discusses writing legislation for the New Deal, PM&S in the 1940s, excess profits cases, and the Basalt Rock case. This interview is part of a group of interviews documenting the law firm Pillsbury, Madison & Sutro.
