Howard Hassard was a lawyer who specialized in medical law and was involved in major legal events in the medical world. He was raised in San Leandro, CA and graduated UC Berkeley in 1931. He graduated Berkeley Law (formerly known as Boalt Hall) in 1934 and began practice with Hartley F. Peart in San Francisco. He eventually became the head of the firm Hassard, Bonnington, Rogers & Huber, and was counsel for California Medical Association since 1935. From 1937-1938, he helped draft the California Physicians Service Bill. In this interview, Hassard discusses Blue Cross Blue Shield, 1930s-1992; landmark medical malpractice lawsuits; California laws following malpractice crisis, 1975; controversy over group health and closed panel medical practice, 1943-1959; Medicare and Medicaid (Medi-Cal); significant changes in medical and legal professions and technologies; lobbying; future of comprehensive health care plans; workmen’s compensation; medical quality assurance; and Swinerton & Walberg Co. and changing aspects of major construction industry, 1946-1992.
